if you are interested go google and type graduate mother scheme,
it would give you information that the government actually went to persuade and advise graduate mothers to give birth to more kids and in return they get to have their kids enrolled into better primary schools, which means giving them a higher priority.
another side to this scheme is that the government would give 10k plus to mothers who are not graduates to stop at 2kids. The process of stopping at 2 goes to the extent where these mothers have to go through the removal of ovaries.
I just happen to know about this through my tutorial lesson just now. I love HS101. (:

I feel that this is a wrong approach to encourage parents to give birth to more children. Young parents especially, they will be driven by the money factor and all the incentives to the extent where they don't know how to take care and raise children properly. This results in our current day situation where there are many child delinquents and those kids are not loved by their parents enough thus creating more trouble for the world.
